Before beginning his weekly radio address on August 11, 1984, Reagan was joking around when he did not think the microphone was on, and said the following:

"My fellow Americans, I'm pleased to tell you today that I've signed legislation that will outlaw Russia forever. We begin bombing in five minutes."
